Thanks to simon for the fix. I have another error when compiling.
Is it my settings problem or what?
please advise.

A quick fix is to edit pwlib/src/ptclib/pxmlrpcs.cxx and move #if P_EXPAT to be above #include <ptclib/pxmlrpcs.h>
I have checked a fix into the CVS.
