If recall it is multiple of 8 pixels, and anyway the actual encoded size is a
multiple of 16 pixels (padded at the bottom / right).

Same as above: multiple of 8 pixels, then padded to multiple of 16 pixels.

Profiles and levels (only the latter for H.264) not only constraint the frame
size, but also frame per sec. and bit rate.

The codecs have same limitations as above.
