Stopping incoming faxes with mgetty

I am running Linux 8.0, two modems on ttyS0 and ttyS1.  Have mgetty in
inittab.

The problem is stopping incoming faxes.  It appears this should be as
simple as "mgetty -D ttyS1" in inittab  or "port ttyS1"  followed by
"data-type y" in /etc/mgetty+sendfax/mgetty.config.

Neither of these solutions appear to work.. I must be missing something. 
Any ideas (can't find any threads on the subject)
