Well!  Ten minutes after I posted this I finally solved the problem.  I'd
been searching google, but only today did I read that /linuxrc does not
necessarily need to exec /sbin/init, as explained in
Documentation/initrd.txt.  What works is to tell the kernel that root is
already mounted ('echo 256 > /proc/sys/kernel/real-root-dev'), and simply
let /linuxrc exit normally.  The kernel will then call /sbin/init in its
proper role.

I still consider this a workaround, since I needed to stray from the
kernel Documentation; so if people have any input, I'm still glad to
summarize.
