Thanks for the reply, the answer was from Kevin P.
Inscoe (KE3VIN) who stated that you need:

<Directory "/home/aaacellshop/">
    Options None
    Order allow,deny
    Allow from all
</Directory>

for each virtual host that exist.  He also recommend
that you put the Directory permission under each
Virtual Host paragraph to keep things more organized.

I gather that this is specific to Apache 2.0, I do not
remember that Directory permissions is needed for
Apache 1.3...
