Many thanks to all who responded with numerous suggestions. Suggestions were in the range of checking the /etc/passwd entry is OK, /etc/shells, /etc/ftp*, /var/log/messages, anonftp is installed, and checking the permissions of /var/ftp. I can't for the life of me work out why, but my home directory was specified incorrectly (/ftp instead of /h/ftp), so either this has been like this for a long time without anyone noticing, or something has happened in the last day or so.
