eth1 shows device busy on system startup



I am running a Redhat7.2 system with the following configuration:

eth0 - PCI NE2K Clone
eth1 - ISA 3c509 w/ io=0x300 and irq=7

/etc/modules.conf has:

alias eth1 3c509
options eth1 irq=7

eth0 is the "public" interface to a Comcast cable modem and as such is
configured using DHCP.

eth1 is the private interface.

Whenever I boot the system and it gets to the point where it is attempting
to bring up the network interfaces, I get the following error for eth1:

Device or resource busy.

eth0 works fine.

If I do the following, everything works fine:

#lsmod
Module    Size      Used by
3c509      7312     0

[other entries removed]

#rmmod 3c509
#modprobe eth1
#/etc/rc.d/init.d/network restart

Once I do that, eth1 comes up fine and I have no problems.

Why doesn't it work the first time (i.e. during boot up)?  Do I perhaps have
something misconfigured?
