I received a number of responses on this issue. A number of you reported that "sysctl -a" gives a list of the tunable kernel parameters in the /proc filesystem and their current values. This is exactly what I was looking for. However, no one could come up with a list of what each parameter does and what the ranges are. A number suggested /usr/src/linux/Documentation/kernel-parameters.txt. This file is for not for the /proc filesystem, but the kernel compilation parameters. Below is a list of those who responded.
