Redhat 7.2 (Resource Limiting)

Hi ,
I would like to know if it possible to limit on per user basis,  a 
percentage of the cpu,mem, etc, Like disk qoutas, but with the other 
hardware aswell, so if I run a heavy process as a specific user, it wont 
kill the whole machine
