Limit targets to one initiator at a time

The ability to limit targets to one connection at a time is a useful 
safeguard.  I have seen this topic come up several times -- has this been 
implemented already?

If not, I can use it now so I am happy to help get it working.  I'm going 
from memory from last year, but I thought it was in the code at one point 
but maybe tgtadm just doesn't know how to set it?
