Adding disks that are not ready, format in progress.

I'm seeing some odd behavior when adding a disk
to the system that is undergoing some low level formatting
operations preventing i/os.  Until the format operation is
complete on this device, it returns a sense key 0x02, ASC: 0x04
ASCQ: 0x04, which I think means NOT READY, FORMAT IN PROGRESS.

I see the kernel hitting the device with this CDB
over and over and over at a rate of about 160Hz.

I'm guessing it's trying to read the partition table.

It doesn't back off, but just keeps on trying.

Eventually (after ~20 mins, but maybe longer depending 
on device size) the format on the device completes, and then
the i/o's proceed, the disk is added, and all is happiness.

During all this time, the process which initiated the device
rescan is blocked.

Is what's described above expected behavior?
