[PATCH 0/2] nilfs-utils: get rid of .nilfs file

This seris stops using the ".nilfs" file and makes it eliminable.

The first patch introduces posix semaphore for inter process locking
of nilfs-utils processes, and the second patch issues ioctl via root
directory instead of using .nilfs file.
