[PATCH v10 1/7] [media] v4l: Add fourcc definitions for new formats

Adds the following new fourcc definitions.
For multiplanar YCbCr
	- V4L2_PIX_FMT_NV21M
	- V4L2_PIX_FMT_NV12MT_16X16
and compressed formats
	- V4L2_PIX_FMT_H264_MVC
	- V4L2_PIX_FMT_VP8
