My experience is the same and it can transmit two tones at 400 bps lowest.
I wish to analyze the source codes but have not yet done due to my software
capability limitation.

From what I've read, Soundmodem does not do 0k3.
From my perspective, the obvious answer is a TNC2 compatible TNC fitted
with a KISS only EPROM. Super reliable and works for years - about 12
years here. You'll need kernel ax25 stuff but that's no drama.
