How did you determine which areas were part of what subnets?

How do I locate the appropriate coordinator for each area in order to assert
a proper application?

Is there a way to find out if a particular area is in fact routed or not,
and if not, what I need to do if I want to provide a way to route it for
that particular area (using a VPN tunnel over the Internet)?

What steps must I take to apply for a group of (say 32) addresses for the
Beverly Hills, Las Vegas, or Philly/DC area?

I noticed that I was conspicuously missing as well after a quick review post
your commentary. I used to have an allocation, but it seems apparently
evaporated.
