mcelog: too much noise about offline cpus when msr module isn't loaded

In some recent distro settings mcelog gets noisy on start-up complaining
about possibly off-line cpus:

mcelog[4380]: mcelog: Warning: cpu 0 offline?, imc_log not set
mcelog[4380]: : No such file or directory
mcelog[4380]: mcelog: Warning: cpu 1 offline?, imc_log not set
mcelog[4380]: : No such file or directory
.. and so on for every CPU ..

This happens because the msr module isn't loaded by default and
therefore opening /dev/cpu/<n>/msr fails.

As they are now, these messages are less than helpful. But before
proposing a patch I am wondering if this could just silently fail.
How important is imc_log and does everybody have to be informed if it is
not enabled?

thanks,
Max
