It's been a long time, but If you want to connect to another modem you need to use a terminal program like...minicom (maybe I don't remember the names)
If you just want to dial with the modem you can do something like:
echo "ATDTphonenumber" > /dev/modem
pick up the actual phone
echo "+++ATH" > /dev/modem
ATDT is AT (Attention) D(Dial) T(Tone) - Use tone signals to dial (as opposed to pulse)
+++ is modem escape
ATH is hangup the modem
