Sorry, no modem was detected!  Is it in use by another program?
Did you configure it properly with setserial?

You may try feeding ~/wvdial.conf with a correct Phone/Username/Password
You may also try changing +FCLASS=2 to +FCLASS=0

However your 537EP modem is pretty slow to respond on your Dell computer. This explains the numerous timeouts including with efax on ATQOV1. I had to change it from 2 seconds to 5 seconds.
