indeed it is...documentation for that little would be even more useful rpm -qf /etc/security/limits.conf owned by pam the manpage for pam doesn't mention the /etc/security/limits.conf file and unlike some other files in that directory limits.conf doesnt have its own man page entry. You have to delve into the /usr/share/doc/ to get a hint of what that file is for.
