If KDB is off, the system would continue down its panic notifier path, and eventually reboot or just sit on the panic. On your running system, see what value is reported in 'cat /proc/sys/kernel/panic'. A nonzero value would be the timeout in seconds before the system reboots, after a panic. A '0' will cause the system to just sit, no reboot.
