gtk+-2.12.10 build error

I am getting the following make error when trying to build gtk-2.12.10 for X-windows on the posix compliant CYGWIN_NT-5.1 system.

See the error message below.  I am not familiar with "the program, gdk-update-icon.cache", and would appreciate an help or advice to correct this problem.

For why is the file already there in the build processs or why shouldn't overwriting it be allowed?  Is this the problem??
