I am not sure, but I think I encountered an analogous problem at once.
The order of the options might be significant. Try the following:

gcc  test-static.c -L/home/mirco/test-system/lib `pkg-config --cflags
--libs gtk+-2.0` -static -Wl,-Bstatic -o test-static
