You don't need a STUN server for H.460.18/.19.

By default all H.460.18/.19 calls will be proxied. Only if you add
H.460.23/.24 support to reduce the number of calls that need RTP
proxying, you need a STUN server. But in this case your endpoints also
have to support H.460.23/.24.
