That depends on the license of the original works (brushes). If
somebody has created some Photoshop brushes and made them available
for anybody to download without restriction, they hardly would object
if somebody else then converts the brushes to GIMP's format and
redistributes them. But if the brushes are (part of) a commercially
licensed product, then it very probably is illegal to redistribute
them even in their original form.
