Which version are you running? I'm using 2.4.2, and
by now it only opens one window on startup, perhaps
because I've docked all the dialogs I use
regularly, layers, channels, patterns, gradients,
brushes, paths, undo, fonts, and images, into the
toolbox docking area.

1) Well, that's bogus as a criticism of GIMP.

It seems that way to you because the Microsoft
Windows XP taskbar supports only a single row of
taskbar buttons. Other systems allow for many rows
of taskbar buttons. Together with a "hide when not
in use" taskbar, this becomes a non-issue.

Therefore, the problem is not a "GIMP problem" but a
"taskbar implementation" problem.  Perhaps you can
find an aftermarket taskbar with better
functionality.

2) The GIMP is capable of being incredibly resource
intensive. If your taskbar is crowded while you're
using GIMP, you _really_ need to shut down some of
the software you have running in competition with
The GIMP.

That's how the docking area tabs work in GIMP.

There is an available alternative GIMP
implementation, not from the GIMP team,  that does
exactly that.  I can't imagine wanting to do that,
but perhaps you can. Search the archives for a link
to it, or perhaps someone else will offer it to you.
