Can you give some specific example? Maybe you are just confused by the
menu structure having been partially reorganised since GIMP 2.2.
You should understand that what you call the "exe file with the plugin
name" is indeed just the name of the file. The menu entry or entries
might be called something completely different. Also, you are
approaching GIMP a bit backwards, you shouldn't be concerned about
whether some functionality is implemented as a plug-in or not. Just
explore the menus and dialogs and read tutorials.
(If you see the plug-ins in the plug-in browser, you can be assured
that GIMP has found them and their functionality is available as it
should be.)
