As it now seems that it is happens to several people that their
machine gets into the weird (incorrect) state that causes the problem
you describe to occur, I guess a workaround needs to be added to GTK+.
Possibly even the GIMP installer could be enhanced to automatically
correct the incorrect locale setting.
