Excuse me i reply with too harry and i forget a important detail

the steps are those

1 install gimp 2.2
2 add new folders in the prefence path
3 upgrade to gimp 2.4

or
install 2.2
1 install gimp 2.2
2 add new folders in the prefence path
3unistall
4 install gimp 2.4

Was the wrong guess in this case problem here should be something else

But that was reported quite often from the rc releases to the  first
stable,a bit less later on
usually a clean install solved (most already tried to unistall reinstall
before asking help on the forum , but only clean install seems to solve)
And the first time i noticed is because once happened to me
