i already answered but i forget to add this alternative method to
reproduce the issue in 2 step, usually it work even better (or, from a
users point of view, is even worse )

1 install gimp 2.2
2 upgrade to gimp 2.4

again this may happen often in a real windows machine, but may never
happen in a emulated windows environment
