I found that stuff pulled forward automatically by
the 2.3.19 installation from my 2.2.12 installation
broke a lot of stuff in the new install, you may be
seeing this, the problem being that many of the old
script-fu menu items are now on the main menus, like
"filters", and a broken imported old script-fu
confuses the startup to the point it can't install
the rest of the menu (speculation on my part). Try
uninstalling 2.4.2 once more, renaming the Program
Files directory for GIMP 2.2 and your /document and
settings/<your userid>/.gimp-2.2 directory
temporarily to something the new install won't see,
so it doesn't pull anything forward, then
reinstalling 2.4.2, reverting the renamings, and
see if that might help you.
