I don't have any photos with doggie "white eye" to experiment with, but
try this:
Select the light area with the Fuzzy select tool. Create a new layer
(i.e., "Pupil") and fill the light area with black, then adjust the
transparency on the Pupil layer until it looks natural. Add a white
highlight with the paintbrush as needed. Use a soft brush, and only a
few pixels wide. Take care that the highlight placement is matching in
the two eyes.
Play around with different blend modes, and maybe a grayish (or other
color) fill. You can also experiment with feathered versus sharp
selection, and various ways of making a more accurate selection. Once
you find just the right blend, you should be able to do this rather
quickly in the future.
