I left out a few important steps, so I added them to this message:
Helen, Thanks for the clue to use the curves tool. I didn't understand
all the numbers, but I did use the curves tool from the menus to
brighten the color.
Update:
Although I've been using computers for years, I'm a relatively
newcomer to gimp. I only know how to use some of the basic functions.
I'm not the most happy with the final picture, but it's better than it
was.
Here are the before and after pictures:

Not great, but better. Here is what I did:
* I saved the background picture as an xcf file.
* The original picture did not have enough space to pasted the man, so I
enlarged the canvas size.
* Note, for doing any detail work I enlarged to view size so I could
work on 1 small area at a time.
* Next I opened the picture with the man, used the magic scissors to
outline him and then copied him from that picture pasted him in the
background picture, turned the pasted layer into a regular layer, and
resized the man (using the measuring tool to compare his head with the
head of the woman, and then resizing the man layer. Then set the layer
to invisible.
* Using the clone tool, filled in the background above the people and to
the left side, where the man would be.
* Made man layer visible and chose that layer. Using the Colors>Curves
tool, brightened the man.
* Switching to the background layer, lightened up the background to be
closer to the color intensity level of the man.
* Switching back to the man layer, now to fill in the washed out area
in the middle of the man's face.
a. Using the color chooser, chose an appropriate color near the washed
out area.
b. Using the airbrush tool, painted on the chosen color, filling in
all the washed out areas.
c. Using the smudge tool, smoothed out uneven areas and did a few other
touchups.
*ADDED: Set the man layer to about 35% transparent, then, using the
eraser, erased all the areas of the man that over lapped the people in
the background.
