GIMP 2.4 Blur/Sharpen Tool problem

I've recently upgraded from GIMP 2.2 to GIMP 2.4 on Windows XP Home SP2 
and I don't seem to be able to get the Blur/Sharpen tool to work. I've 
tried selecting an area but nothing seems to happen. Any ideas, folks?
