Do you have fonts that cover Japanese installed? Go to Control Panel:
Fonts and check if you have a font called MS Gothic & MS PGothic. That
is the font GIMP wants to use for Japanese. At least in my
installation of Vista Ultimate it is present. I don't recall whether I
had to specifically ask for fonts for CJK (Chinese, Japanese and
Korean, which are often handled together) to be included when I
installed Vista. At least when installing XP you have to specifically
toggle a button. In XP one can ask for them afterwards in the Control
Panel's Regional Settings. It is also possible that the "less
Ultimate" Vista variants don't by default include the CJK fonts in
non-CJK locales.

(If you have some other font that covers Japanese that GIMP could use,
edit the file etc/pango/pango.aliases in your GIMP installation and
change the string "ms gothic" to the name of that font instead.)
