Different CPU/OS here (XP Home SP2 on Celeron 2.6 GHz), but I just 
downloaded the installers from SourceForge and it worked. I've not 
yet been able to locate a true 2.4 release for Windows, but the 2.4.0 
RC3 installed properly over GTK+ 2.10.13. You can download these from 
<http://sourceforge.net/project/showfiles.php?group_id=121075&package_
id=240554&release_id=541639>

The files are gimp-2.4.0-rc3-i586-setup.exe and gtk+-2.10.13-
setup.exe.
