Actually a better place is ftp.gnome.org, in particular
http://ftp.gnome.org/pub/gnome/binaries/win32/dependencies/ and in
there http://ftp.gnome.org/pub/gnome/binaries/win32/dependencies/fontconfig-2.4.2-tml-20071015.zip
.

ftp.gnome.org is often more up to date than ftp.gtk.org for the win32
stuff, the directory structure on ftp.gtk.org is less clear and there
has been also disk space issues there now and then.
