There used to be a filter/script in early versions of Gimp (1.2) that 
worked after a fashion, but I've not seen an equivalent for a time... so 
folks can correct me if I'm wrong.

How I've had to do it recently is to edit the background out, save the file to a high quality image file, import into Inkscape and then use the Trace Bitmap tool to convert to multilayer SVG.

With a bit of tinkering you should be able to get what you need or at least a base image to edit into what you need.

If folks know of a better methodology I'd love to know too!
