the relevant part for you is the first

what is a bit weird if that you wrote to have downloaded that brush.
That is impossible (if not in latest 2.3 or 2.4 rc where ALL brush are resizable...)resizable brush are only that created with the gimp editor.

Good new if that you can assign keys not only to scale up or down,
but also for increase\decrease hardness, switch shapes and almost anything else you can imagine
