Another thing you can try is running msconfig, clicking selective startup, 
uncheck Load Startup Items, go to the Services tab, check Hide All Microsoft 
Services, click Disable All, click OK and reboot.

If it works, then it's definitely a software issue.

(you may need to tweak the msconfig if it turns out you need a special service 
for the Wacom to work)
