GIMP will not run error message

 I download Gimp 2.2.13 and GTK 2.2.10 from
http://downloads.sourceforge.net/gimp-win/gimp-2.2.13-i586-setup-
1.zip

GTK 2.10.6

installed GTK as Administrator
restarted windows 2000
installed Gimp 2.213 as Administrator
restart windows 2000
But I get the follwing in a
error box when I try to start GIMP
The Procedure entryPoint caro_surface_fallback_resolutionm could not 
be located in the dymic link library libcairo-2.dll
I did the above 3 times uninstalling then reinstalling.
