The jury is still out as to what the root cause for this is. What you could do (I haven't actually tried it myself, but don't see why it shouldn't work...) is to make a new folder somewhere, and copy only those TrueType fonts (.ttf files) you would want to use in GIMP from your Windows fonts folder to that new folder. Then edit the etc\fonts\fonts.conf file and in the "<dir>WINDOWSFONTDIR</dir>" line replace WINDOWSFONTDIR with the path to your new folder.
