Hi Cristi,this is easy. Go to https://bugzilla.gnome.org/, click on the big blue button 'Open a New Account', fill in your account data. After this, click on 'New' in the header, then on 'Other', then on 'GIMP'. Fill in your bug report data, optionally add an attachment, click 'Commit'. Or go to http://www.gimp.org/bugs/. The first chapter 'Bugs' contains useful information. At its end you find one link 'Submit a bug report' - just click there.
