This seems to be a Windows-specific problem. I've got GIMP 2.6.12
built against libtiff-5.dll (ver. 4.0.0), and it doesn't load any tiff
files, while GIMP 2.6.12 on Linux built against libtiff.so.5.0.5
(version 4.0.0-r1, gentoo) works fine.
