I've tried the same steps myself.  If it is a normal layer then everything's fine - however if it is still floating then the select tools produce this cropping-like behavior.  Is that deliberate?

In the meantime, Keith, try the "Paste As > New Layer" command.  Or maybe use the actual Crop tool (not Rectangle tool) with "Current layer only" enabled - works on floating layers too.
