Tried completely deleting all colour profiles from my system through Windows Colour management Tried fully disabling Colour management in the gimps preferences. I don't think this has anything to do with colour management. For Me, It will slow down and start to lag after just ten minutes or so of drawing. I found that you get the speed back if you restart the software. It may simply be just clearing the undo stack that fixes it though, but I haven't tried reloading the xcf or clearing undo history yet. I am using the x64 version in Windows 7 hp x64.
