No, that's not how it's supposed to work and that is also not what the video tutorial is showing. Perspective Clone allows you to clone objects in the perspective plane. You are supposed to adjust the plane to match the perspective of your image. Then you can clone objects in that plane and their size will be adjusted accordingly. At some point someone might want to add the possibility to define multiple different perspective planes and to allow cloning between them. That would be the logical next step in the evolution of this tool. But it has not been implemented yet.
