I don't agree,
Since plugin resize layer is much better in the layer menu,(also as possible alternative to "scale layers") where could be easy found then lost in a middle of tons of filter.

Anyway change the menu is trivial,
more if i'm not wrong in 2.4 that could even be done from users with no knowledge of scripting
