Katherina,

If you can, drill down in your program files and see if the GIMP Program

Structure looks something like the attached. All of the menu items are 

written in .xml file format. If not present or if .xml isn’t enabled on your

pc you might have to try an older version of GIMP as a work around.

  The tab key doesn't work either.  I still cannot get the layers panel to open. I've tried reinstalling and that didn't work either. Please help

  The tab key only works if you already have toolbox and layers etc open.
  If you right click anywhere on your work, a full menu should come up.
  See if that works. If not, you must have something missing in your installation.

      Thanks for the help. I'm using Windows 7.   I tried downloading the newest version from the website: http://www.gimp.org/ vesion 2.6 

    I downloaded it and then uninstalled it per your recommendation and then reinstalled it and the layers still wont open.  Please help-

    OK so what's your OS ?
    What version of Gimp are you using?
    How did you do the initial install ?

    To get help on a forum its a good idea to post this info along with the question.
    It will give the reader a better insight into a possible solution :-)

    At the moment due to the lack of that information my only suggestion
    is to delete anything to do with Gimp and then re install.
    Sorry I can't offer more.
