Sorry to hear that didn't help. I just downloaded the latest stable release myself and it worked fine. You may have an errant version that isn't uninstalling fully and not allowing a good install over it. If I were you I would uninstall GIMP. Reboot and go into the registry and search for all references to GIMP and delete them one by one. Then a clean install should work. Beyond that I wouldn't have a clue.
