Google is your friend. According to Google, The Gimp works with both 32-bit and 64-bit versions of Windows 7.
You have two options for reducing your file size: you can crop the photo to throw away parts of the image, and/or you can increase the amount of compression (reduce the image quality) when you save the JPEG file.
